According to Smith and Ragan (1997), instructional design is a systematic process of translating principles of learning and instruction into plans for instructional materials and activities.

My definition of instructional design is the process of developing lessons, materials and environment to facilitate the success of learning. I start with an idea and research materials and resources then develop lessons, activities, projects and evaluations.
